The Major General and the Admiralty are to be communicated with in order that they may be made aware of the reasons weighed by Sir H. Robinson in favour of the contemplated good at Kowloon before Mr Cardwell sends out instructions to the Governor. As regards the last paragraph of the Admiralty Letter of the 18th December, I am to state that Mr Cardwell will be prepared, when communicated with by the Governor on the decision
in regard to the road, at the same time to instruct him to communicate with the Naval Commander in Chief with respect to the reservation of a site to be approved of by that officer for a Naval Hospital at Kowloon.
